Strengthening the Core (Tier 1)

Decades of research confirm that a strong Tier 1 core reduces the number of students needing intervention and raises achievement for all.
— McIntosh & Goodman (2016)

The Essentials of Effective Core Instruction

  • Implement High-Quality, Evidence-Based Instructional Practices

Prioritize research-backed practices that have been shown, with significant evidence, to improve learning across content areas. This includes explicit instruction, opportunities for active engagement, checks for understanding, and differentiated supports.
    (Hattie, 2017; Marzano, 2009)

  • Integrate Social-Emotional Learning (SEL) and Classroom Climate

Strong Tier 1 is not only academic. Embedding SEL competencies (self-regulation, collaboration, perseverance) and cultivating a culture of belonging increases engagement and motivation, which directly improves achievement and reduces behavior barriers.
(CASEL, 2020; Osher et al., 2018)

  • Leverage Data Sources to Monitor and Adapt Instruction

Effective leaders establish systems for reviewing universal screening, progress monitoring, and classroom-level data to ensure instruction is meeting the needs of at least 75-80% of students. Data-driven routines allow teachers to adjust instruction early, before gaps widen.

How We Can Help

  • Strengthening Tier 1 instruction starts with the right tools. That’s why we’re making this resource available free of charge to principals, district leaders, and leadership teams.

Inside, you’ll find practical strategies, ready-to-use templates, and a clear framework for applying MTSS practices that build a strong, equitable core program — ensuring more students succeed with Tier 1 and fewer require intensive intervention.

  • Turn insight into action with this comprehensive resource for school and district leaders. The Essentials of Strong Core Instruction Toolkit + Guide provides ready-to-use templates and strategies, including:

    • Instructional planning tools that align academics, SEL, and equity

    • Classroom routines and practices proven to boost engagement and achievement

    • Universal design strategies to reduce barriers and support diverse learners

    • Data-driven tools for monitoring effectiveness and adapting instruction

Built for busy leaders, this toolkit makes it simple to move from awareness of Tier 1 challenges to concrete, sustainable practices that strengthen the core and improve outcomes for all students.

  • Strengthening Tier 1 instruction isn’t the responsibility of one leader — it requires a coordinated, schoolwide effort. Team training ensures that principals, teachers, and support staff share a common vision of high-quality core instruction, align their practices, and work from the same playbook.

When teams learn together, they build collective capacity, strengthen consistency across classrooms, and create equitable systems where every student has access to effective teaching. The result is a stronger core program that lifts achievement for all and reduces the need for intensive interventions.

MTSS Boot Camp:Essentials of Strong Tier 1 Instruction

In four 45-minute virtual sessions, you’ll learn how to strengthen Tier 1 by focusing on the most effective practices to raise outcomes for all learners. The goal is simple but powerful: Build a system where at least 75–80% of students meet proficiency.

  • Day 1 - Setting the Foundation for Proficiency

Clarify the MTSS benchmark of 75–80% proficiency and what it means for leaders. Learn how to establish clear expectations, align schoolwide vision, and ensure that Tier 1 is designed for all students.

Day 2 - Instructional Practices that Work

Examine the high-leverage teaching practices most strongly associated with improved learning outcomes: explicit instruction, active engagement, frequent feedback, and scaffolding. Explore how leaders can support teachers to implement these practices consistently across classrooms.

Day 3 - Building a Culture of Belonging and Engagement

Explore the leadership actions and classroom practices that foster relational trust, student voice, and inclusive learning environments—key drivers of both engagement and achievement.

Day 4 - Leading for Continuous Improvement

Learn how to use data routines and collaborative structures to monitor fidelity, assess impact, and continually refine Tier 1 systems—ensuring sustained improvement and alignment with equity goals.

  • Live sessions take place from 9:00-9:45 AM PST on Oct 23, 24, 27, and 28th

Recordings are available if the day/time doesn’t fit your schedule.

  • Early Bird Registration - $149 (ends 10/9/25)

    Standard Registration - $199
